VNUR has conducted a review of all 237 higher education institutions in Vietnam through the processing of very large amounts of information data, including public reports, recruitment schemes, data on ranking, accreditation, rating in 2022 by the Ministry of Education and Training, QS, THE, etc. QS Stars, UPM, and Web of Science data in the 5-year period (2018–2022), along with a lot of information, are selectively referenced on relevant websites. A total of 191 universities have sufficient data to perform the ranking. The ranking is done through six criteria and 17 selected criteria, which quite comprehensively reflect the basic operational functions of higher education institutions such as training, scientific research, and public service. Of the six ranking criteria, there are two standards related to science and technology activities, specifically:
The standard for publication of scientific articles accounts for 20% and includes three criteria: The number of scientific articles published by the whole university according to WoS (accounting for 8%) (This criterion is calculated by the total number of scientific articles published by the whole university for a period of 5 consecutive years up to the ranking year of VNUR); the publishing productivity of scientific articles of the whole university according to WoS (accounting for 7%) (This criterion is calculated by the ratio of the total number of articles published by WoS in the period of two consecutive years until the ranking year of VNUR to the total number of lecturers in the same period), and the impact of scientific articles published by the whole university according to WoS (accounting for 5%) (This criterion is calculated by the ratio of total citations on all papers published by WoS in the ranking year of VNUR). Scientific and technological tasks and inventions (accounting for 10%) include two criteria: Science and technology tasks at the state level, ministries, provinces, cities, and grassroots levels (accounting for 7%) (This criterion is determined based on information published by the National Agency for Science and Technology Information, Ministry of Science and Technology, in the last 3 years), the number of published patents (accounting for 3%) (This criterion is determined based on information published by the National Office of Intellectual Property, Ministry of Science and Technology, in the last 3 years.)
