On September 27, Dong Thap University, in coordination with the Cao Lanh Ward People’s Committee and the local police force, held a Launching Ceremony for the 30-Day Campaign to create and update citizen identification records, register and activate electronic identification accounts, and raise public awareness while assisting residents in integrating personal documents into their VNeID electronic identification accounts in Cao Lanh Ward.

Attending the program from Cao Lanh Ward were Comrade Tran Thuy Trang, Standing Deputy Secretary of the Ward Party Committee; Comrade Bui Quoc Nam, Deputy Secretary of the Ward Party Committee and Chairman of the Ward People’s Committee; Comrade Ho Hue Thu Hang, Member of the Standing Committee of the Ward Party Committee and Vice Chairman of the Ward People’s Committee; and Comrade Nguyen Van Tuan, Member of the Ward Party Committee and Vice Chairman of the Ward People’s Committee, together with representatives of the local police force and coordinating units. Representing Dong Thap University were Assoc. Prof. Dr. Ho Si Thang, Vice Rector, leaders of relevant units, representatives of the Ho Chi Minh Communist Youth Union (HCYU) and the Viet Nam Union of Students (VUS), along with a large number of Youth Union members and students.

The campaign is being implemented through coordination among the local authorities, the police force, and Dong Thap University, focusing on assisting residents with citizen identification, electronic identification accounts, population information, and the integration of personal documents into the VNeID application. The initiative also helps strengthen cooperation between the University and the local community in carrying out grassroots digital transformation tasks.

According to the plan, the joint activities are being implemented from September 25 to October 31, 2026, at the Cao Lanh Ward Police Headquarters, with the participation of HCYU and VUS members from Dong Thap University.

Dong Thap University has proactively mobilized HCYU members and students to assist residents under the assignment and guidance of the police force, the health sector, and local authorities. Their tasks include assisting residents in creating and updating electronic health records on VNeID; supporting health examinations and screenings; collecting and updating population information; and integrating social welfare information and various personal documents into the application.

Students’ direct participation at the grassroots level helps support the locality in carrying out these tasks while providing an environment for HCYU members and students to develop their skills, strengthen their sense of responsibility, and promote the spirit of volunteerism for the community. The University considers this a practical initiative through which its youth can accompany the local community in the digital transformation process.

Participating forces carry out their duties according to their respective functions and specific assignments. The local authorities coordinate the implementation, the police force and health sector provide professional guidance, and HCYU members and students assist with assigned tasks, helping ensure that the campaign is implemented in a coordinated manner and in line with local conditions.

Through the campaign, Dong Thap University continues to promote the role of its HCYU and VUS organizations and students in activities that respond to the practical needs of the local community. Participating HCYU and VUS members receive recognition for community service hours in accordance with regulations, are awarded certificates for successful completion of the “Digital Literacy for All” initiative, and may be considered for commendation for outstanding performance.

The Launching Ceremony marked the beginning of a series of activities under the 30-Day Campaign, aimed at helping residents more easily access and use the services and utilities available on VNeID. Through coordination among the University, local authorities, and relevant agencies, the volunteer spirit of HCYU members and students is translated into practical action, contributing to Cao Lanh Ward’s efforts to advance digital transformation and build a community of digital citizens.
